Your sealer private key is used by your Nethermind installation to seal blocks, and by your browser to send transactions to this console.
By appointing a delegate, you split these responsibilities so that the sealer key only can seal blocks. The appointed delegate can vote, set a block reward receipient, or appoint a new delegate.
